I'm wondering however if all the people who have trouble reading the CAPTCHA image use a screen reader? The AbilityNet report mentioned people with learning disabilities, for example. If the audio was available to everyone, I might sometimes use it myself when it is hard to read. Are there security reasons why it is not shown to everyone? I am one of the people working on reCAPTCHA, which you mentioned in your article. reCAPTCHA does have an audio alternative, and the reason you couldn't find the audio button in Facebook is because it's only shown to users who have a screen reader. 

We put a lot of effort into making sure reCAPTCHA is accessible to visually-impaired individuals.
